| 摘 要： | 代议机关的代表性有构成意义上的代表性和实质意义上的代表性两种。构成意义的代表性不可能实现,当今世界大多国家采用实质意义的代表性。我国人大无论是在构成意义还是在实质意义上都欠缺代表性。完善我国人大的实质意义的代表性,应从实行公开公正的竞选、扩大直接选举的范围、减少比例安排等方面着手,实现自由、平等选举。

| Abstract: | There are two kinds of representative of the parliament.One is organization representative,the other is essential one.The former can't come true and most countries apply the latter.The People's Congress is short of the two representative.We should popularize competitive election and enlarge direct election and carry out unrestricted and equal election. |
