基于医疗服务特异性的政府定位

改革开放以来,我国把医疗服务等同于普通商品的消费逐步推向市场。结果是医疗(药)费飞速增长。医疗服务和普通商品消费不同,存在供给方诱发医疗需求、医疗领域存在着较强的价格机制缺陷及医院间自由竞争导致医疗装备竞赛和医疗(药)费越来越贵等问题。因此,通过市场交易规则提供医疗服务会产生严重的市场失灵。基于医疗服务特异性所导致的严重市场失灵,医疗事业应该坚持以政府为主导的发展思路,基本医疗要建立和健全覆盖全民的社会医疗保障制度。
