| 摘 要： | 本文从西部土地面积辽阔但生态环境脆弱这一特点出发,提出在西部大开发中,必须加强土地资源计划管理,优先建设两个生态工程,正确处理开发用地和保护耕地的矛盾,发展高科技农业推进西部农业现代化.

| Abstract: | In view of the vast land area and fragile ecological environment of Western China, the paper puts forward that it is essential to strengthen the administration of land resources by giving priority to the development of ecological environment projects, dealing with properly the contradic- tion of land development and soil protection and developing high-tech agriculture to promote agri- cultural modernization in Western China. |
