政府绩效管理存在的误区及对策

摘    要:随着社会的发展,公众对政府管理和服务的质量、效率和公正性等要求不断提高,绩效管理已经成为政府应对全球化和国际竞争环境的普遍改革措施。政府绩效管理作为一项有效工具在西方发达国家的运用已相当成熟,很多成功经验和理论近年来也在我国得到大力推行。转变机关作风,实施目标绩效管理,已成为提升各级政府的服务质量和城市竞争力的重要元素。要通过绩效管理有效地推动政府健康快速转型,首先应当厘清政府在绩效管理中存在的误区,才能为完善绩效管理提供有效对策。
