| 摘 要： | 求利动机是人类社会发展的认知前提和终极动力,但也是腐败产生的人性根源。廉政制度的设计需要对其作用范围内的人们的最基本的行为作出预期,而这一预期又以一定的人性本质为假定前提,以人性恶为假定来设计廉政制度的出发点,使防范任何人滥用权利谋取私利成为可能,但这并不否认人具有向善的可能,而且还对人性善保持着相当的信任。
