| 摘 要： | 我国现行的义务教育阶段来华留学生教育政策,缺乏专门的边境地区义务教育阶段来华留学生教育政策。各地方在教育实践中逐渐形成了"云南模式"与"延边模式",但这两种模式在一定程度上均存在价值与事实分离,造成边境地区义务教育阶段来华留学生教育管理中一些实践问题难以得到有效解决。基于事实的分析还可以归纳出义务教育阶段来华留学生教育政策的第三种模式,即:在实体价值层面,突出维护国家教育安全、强化中央政府责任、强调多样性与特色化;在程序价值层面,调整决策模式,关注利益相关者合法权益,引入政策咨询等决策机制,以促进教育决策的民主化与科学化;完善政府责任分担机制与问责机制以提升政策执行有效性。
