论西部大开发中的生态环境保护与可持续发展

要实现西部的可持续发展,必须把生态环境的保护和建设放在首位。本文研究了生态环境和可持续发展的关系,认为二者应是协调统一的。分析了西部生态环境保护面临的问题,如生态环境脆弱,环保意识差,环保投入不足,环保立法不完善。最后,提出了恢复西部生态环境、实现西部可持续发展的对策,包括合理开发利用水资源,建立合理高效的生态环境建设利益补偿机制,发展循环经济,加大西部环保的投入,加大退耕还林还草的力度

Ecological Environment Protection and Sustainable Development in the Exploitation of the West China Exploitation

To realize the sustainable development of the west in China, the protection and construction of the ecological environment should be placed at the first place. The article analyzes the relation ship between the ecological environment and sustainable development maintaining that the two aspects western should be harmonious with each other. Then the article points out the problems that the stern regions may face in the process of ecological environment protection, such as the brittle ecological environment, the weak environment protection consciousness, the deficient environment protection investment, the incomplete environment protection legislation, etc. Finally, the article puts forward the countermeasures to renew the ecological environment and to realize sustainable development in the west, which include that water resources should be reasonably exploited and utilized, reasonable and efficient benefit compensation system of the ecological environment construction should be established, circular economy should be developed, environment protection investment to the west should be enhanced, returning farmland to forest and grassland should be strengthened, etc.
