西部边疆少数民族地区政府网站的传播问题与对策研究

当信息技术从“无线”信息方式跳跃到互联网时代，政府政务核心也将由“服务”功能过渡到“传播”功能。随着独立媒体、战略媒体以及纯粹个人媒体的出现，社会媒介矩阵已经重构，加强政府网站建设与提升政府网站的信息传播能力对于促进政府职能转变，提高政府执政能力和执政水平，优化社会发展环境具有十分重要的现实意义。利用统计分析软件具体调查分析了西部边疆少数民族地区三级政府门户网站的信息传播状况，发现政府网站的建立意识存在着明显的层级差别与地区差异；网站首页栏目设置上，规划欠合理、主体不突出，对网络传播的基本信息技术重视不够；同时，政府在线办事能力不强，公众参与性不高，县级政府网站的信息公开力度不够；“大众传播”方式未能真正实现。西部边疆少数民族地区政府门户网站的传播能力亟待提升。

Problems and Suggestions to Government Websites Communication of Ethnic Minority Areas in the Western Frontier of China

When IT information changes from the age of ＂wireless＂ to the age of the Internet, the govern- mental administration function has transformed from ＂service＂ to ＂communication＂. With the emergence of in- dependent media, strategic media as well as purely personal media, social media matrix has been remodeled. Therefore, it is of great significance to perfect the current government websites and enhancing its function of information dissemination so as to promote the transformation of government functions, to improve its governmental ability and proficiency, and to optimize the environment. In this paper, a statistical analysis software is utilized to make a specific survey on the information dissemination position of the three levels of government portal of the western frontier minority areas, which finds that the governmental websites building vary from region to region. For example, the layout of the home - page columns are unreasonably designed in that the core points are not prominent and less attention has been paid to the basic information dissemination technology ; on the other hand, county government information is not open enough; the governmental online service competence is not adequate, and the public participation enthusiasm is not as strong; as a result, the so -called ＂mass media＂ dissemination mode cannot really achieved. The paper concludes that the communication capacity of the government websites in the western frontier minority areas needs to be improved.
