全面整合繁荣农村经济

全面繁荣农村经济决定于农村全面整合。农村全面整合是包括结构调整、产业组织整合、技术进步、制度进化、金融整合、财政整合、市场整合和社会福利整合的协调一致化。利用1986～2003年国家统计年鉴数据,采用因子分析方法,经检验得出:(1)农村各项治理措施是相关的,由此奠定了农村全面整合的基础;(2)实行全面整合繁荣农村经济举措可改善治理结构,提高治理绩效弹性。随着全面整合程度的逐渐增强,农村经济繁荣程度逐步提高。采取全面整合举措是全面繁荣农村经济的最佳选择;(3)在实施全面整合繁荣农村经过程中,应继续加强农村经济结构调整、市场整合、技术进步、社会福利整合和财政整合同时,重点解决农村金融问题,积极稳妥地进行农村金融改革,大力推进制度进化和产业组织整合的进程。

The Strategies to Improve Rural Economy Booming Entirely

The bloom of rural economy is determined by rural economy integration, which includes restructuring of rural economy, institutional improvement, financial integration, market integration and welfare improvement. By adopting factor-analysis method and SSB (State Statistical Bureau) data from 1986 to 2002, this paper arrives at the following conclusions: (1) the major measures to father rural economy in many aspects are related, which form the foundation of rural integration; (2) the integrated strategy can perfect the structure of government and enhance the elasticity of administration. The integrated strategy should be the best choice to improve rural economy booming entirely, according the increase of rural integration. (3) During restructuring rural economy, improving market integration and technology progress and all reforms, priority should be given to rural finance, to improve rural finance reform and integration of institutions and organizations.
