俄罗斯依据WTO要求对外贸法和货币法的制定

俄罗斯为加入世界贸易组织,在2000-2004年间,进行了大量的法律修订和制定工作,<关于国家调整外贸活动>和<外汇调节和外汇监督法>为当时最重要的文件之一.它不仅修订了俄罗斯以往法律规定中与WTO相冲突的各种规定,提出了一些新的原则、概念和制度,而且特别针对政府的行为增加了若干更加符合WTO规定的限制.在依据WTO要求,推进经济开放和货币自由方面迈出了重要一步,对减少俄罗斯与国际伙伴间的关系冲突和提高外国公民在俄联邦投资的积极性、并尽快走完"入世"的进程打下了良好基础.

Making laws of the foreign trade and the monetary in accordance with the requirements of WTO in Russia

For joining WTO,Russia has made plenty of work in revising and making laws during the years of 2000 to 2004.On State Adjusting the Activities of Foreign Trade and the Law on Adjusting and Supervising the Foreign Currency are of the most important documents at that time.These Laws not only revise various regulations which were in conflict with WTO before,pose some new principles,concepts and institutions,and also,particularly add divers limitions which are more in the line with the regulations of WTO aiming at the conduct of the government.The formulation of the Laws lays a sound foundation in pushing the economy open up and freedom of currency,alleviating the conflict of relationships between Russia and its international partners,promting the zeal of foreign citizen investing in the Commonwealth of Russia,and bringing the process of Russia entering into WTO to success as soon as possible.
