国家治理的时空坐标与范式选择--两种行政范式对中国治理实践的启示

西方两大行政范式被概括为官僚行政与民主行政。官僚行政与民主行政在时间性和空间性上存在很大的差别,二者分别存在不同的时间价值和空间选择。而作为大国家的中国在社会治理上如何认识自己,进行适当变革,则必须对两种模式进行认真对比,扬长避短,选择能够适应中国国情的治理范式。在选择治理范式的时候也要注意从时间和空间维度考虑,结合中国客观实际的时间和空间特征建立灵活有效而且能够解决现实问题的治理模式,提高国家效能,并且这一范式对构建和谐社会也具有基础性的建设意义。
