| Abstract: | State enterprises are owned by the state instead of being owned by the whole people ,so reforms of state enterprises should start with the governmental management of enterprises ,carrying out an all round reform in every authoritative subject of state enterprises and forming a mutual encouraging restrictive mechanism. |
