农村社会保障体系建设若干认识问题浅析

农村社会保障体系的建立和健全是一个复杂的社会系统工程，其中有不少问题亟待解决。该文主要针对其中有关认识方面的问题进行了探讨,以引起人们的关注。文章认为,农村社会保障是整个社会保障体系建设的重要组成部分,是我国社会主义市场经济体制的一项主体工程。当前我国构建农村社会保障体系的条件已经初步具备,必须抓住时机建立和健全农村社会保障体系。只有将农村社会保障与家庭保障、土地保障、商业保险有机地结合起来,社会保障体系才能发挥最大的保障功能,从而促进农村和谐社会的构建。

Analysis on the Cognitive Problems of Rural Security System

Improving and perfecting rural security system is a complicated system engineering,during the process of which there are many problems should be resolved as soon as possible.In order to bring adequat concerns,the paper discusses some cognitive problems that must be clarified.The paper holds that rural security system plays an important role in the whole social security system.It is also a principal part of the project of socialist market economy system in China.Currently,the requirements of rural security system have been satisfied.We should concentrate on the opportunity to build and improve rural social security system.Only based on the combination of rural security system,family guarantee,soil guarantee and business insurance,can the social security system take advantage of security function.Thus the harmonious rural society is built.
