我国水禽产业发展的趋势与政策建议

根据对全国21个水禽主产省(市、区)2010-2011年水禽产业发展情况的调查统计,分析了水禽产业快速发展的原因:政府对水禽产业大力支持和正确引导,为水禽产业发展创造了良好的环境;强有力的科技支持和指导,引领水禽产业健康持续发展;市场需求的拉动和良好的效益,刺激了水禽产业的大发展。同时也指出了水禽产业发展还存在良种繁育体系不健全、养殖方式落后、疫病防控体系不健全、产品质量安全控制体系不健全等问题。进而对近年水禽产业发展趋势做了预测分析,认为水禽养殖数量稳中有增,将呈现持续发展的趋势;水禽养殖方式将继续朝着专业化、规模化、标准化的方向转变,我国水禽品种分布将再度呈现地方化、多元化、区域化的态势,水禽产业深度开发与广度开发结合,产业利润不断增加,水禽产业的分布呈现向优势产区集中的态势。提出促进水禽产业健康持续发展的7点建议:大力支持和组建全国性的水禽育种协作攻关体系,力争使水禽品种自主化;进一步加强疫病防控工作;加大政府对水禽产业发展的扶持;积极推动产业联盟建设、加强产品质量安全体系建设;积极开发水禽健康养殖新模式;积极开拓国际市场;增设国家水禽产业技术体系综合试验站。

Development of Waterfowl Industry in China:Current Situation Tendency and Policy Suggestion

Based on survey on waterfowl industy development in 21 waterfowl- producing provinces (city or district) from 2010 to 2011, this paper analyzes the developmental characteristics of waterfowl industy in the future, such as governments at all levels should fully support and properly guide the development of waterfowl industry so as to create a positive environment. S&T support and guidance should be strengthened to promote the healthy and sustainable development and market demand and good benefits should stimulate the development of waterfowl industry. This paper also proposes several problems in the development of waterfowl industry, such as imperfect breeding system, backward breeding methods, imperfect disease prevention and controlling system and imperfect product quality and safety controlling system. Consequently, this paper makes a prediction about the tendency of waterfowl industry development and puts forward some suggestions on how to promote healthy and sustainable development of waterfowl industry.
