| 摘 要： | 《汉语拼音方案》具有历史局限性,在应用中有很多问题需进一步完善,尤其是与英语拼音文字作比较,现行《汉语拼音方案》被用作汉语＂拼写工具＂时无法回避同音字太多、字义混淆不清这个历史难题急需解决。为实现《语文法》赋予它的新时期历史使命———作为国家通用语言文字的＂拼写和注音工具＂———完善并修订《汉语拼音方案》具有现实的必要性和紧迫性。
