论城市矿产再生利用的法律规制

在高速发展的现代社会,资源紧张和短缺是普遍面临的矛盾。进一步加大对城市矿产的回收利用,是有效提高资源利用效率的合理途径,也是建设资源节约型社会,实施新型资源战略以保障资源安全的客观要求。中国目前在城市矿产回收利用上存在的市场分散、缺乏规模企业、技术水平较低等问题归根结底在于制度的不足与缺位。因此,有必要通过对法律规制层面的研究,以促进中国城市矿产回收利用行业更好地发展。
