High quality Development of Rural Public Service Through Digital Empowerment:Perspectives,Internal Logic and Practical Pathways

Digital empowering the high quality development of rural public services is the due meaning and important way of the Chinese path to modernization.As a development oriented proposition,the digital empowerment of rural public services transcends micro level service quality management logic.Digital technology breaks through the limitations of time and space and resources,empowers rural public services,enhances human capital,and enables access to digital dividends and shared public service resources for agriculture,rural areas, and farmers.This promotes the comprehensive development of individual farmers at the micro level,the modernization of agriculture and rural areas at the meso level,and the integration of urban and rural development at the macro level.Digitizing public services is a crucial mechanism for the high quality development of digitally empowered rural public services,but there are three limits in reality,such as digital talents,digital infrastructure and digital resource allocation.To overcome these limitations in rural public service digitization,efforts should be directed towards improving rural residents’ digital literacy,investing in rural digital infrastructure,and reforming the urban rural digital public resource system.Only then can the full value of digital empowerment in enhancing the quality of rural public services be realized.
