政府偏好对公共建设项目决策的影响

目前，政府在投资项目的时候与过去相比已经理性很多，但是仍有不少项目在决策中是比较草率的。对于一些重大的工程建设项目建与不建、项目建议书由谁来提出、方案最终的敲定等问题，政府偏好都在其中起到了至关重要的作用。文章在综述了政府偏好对于公共建设项目决策影响的基础上，提出了改善决策失误的几点建议：提高政府官员专业素质；细化公共建设项目决策过程中的实体性和程序性内容；完善各方监督和决策公开制度；建立决策失误的责任追究制度。

On the Impacts of Government Preferences on the Decision-making in the Public Construction Projects

Currently, governments have become increasingly rational when undertaking investment projects. However, they still lack careful consideration in the decision-making of many projects. This is fully illustrated by the fact that the preferences of governments play a crucial role in some issues such as whether to conduct some im- portant construction projects, who to forward a project proposal to, and when to make the final decision of a pro- gram. This paper investigates the effects of government preferences in the decision-making of public construction projects. It provides several suggestions based on this investigation on how to prevent decision-making faults： （1） to promote the professional quality of government officials; （2） to specify the substantive and procedure contents in the process of the decision-making of public construction projects ; （3） to improve the supervision system and deci- sion-disclosure regulations; （4） to establish the responsibility investigation system of decision faults.
