西部开发立法的思考

西部开发先立法是法治经济的必然 ,开发先立法是世界经济发展的规律。西部开发立法应遵循法治原则、可持续发展原则、立法权合理配置原则。立法模式应采用基本法与“子法”相结合的方式 ,构建以“西部开发发展法”为基本法 ,以“西部生态环境保护法”、“西部投资法”、“西部人才培养法”、“西部发展援助法”为“子法”的法律体系。

Thoughts of the legislation in the Great Development of Western China

It is natural to legislate ahead of the administration of great development of Western China.And the law of the world economy development is that the legislation goes ahead of development,So the legislation concerning the Great Development is supposed to follow the principles which are rule by law ,`continuative developing'and` reasonable disposition of the legislative rights.'We should adopt such legislative mode as the basic laws have to be combined with individual law so that we can establish a law system which consists of the basic law,developing law of Western China,and individual laws such as the preserving law for Western ecological environmrnt,the law of western investment,the law of bringing up qualified personnel,and the law of supporting for western development.
