浅谈转型期的中国政府与NGO关系

非政府组织作为一种新型组织形式,无论在发达国家还是发展中国家都引起了一场"社团革命",同时引起了公众和学术界的广泛关注。本文以在中国土生土长的广东番禺区打工族文书处理服务部的成长道路为例,尝试分析在目前中国福利制度转型中政府与非政府组织的不对等关系,由此追寻在中国本土非政府组织的特色和发展道路。笔者认为,在中国仍以国家中心主义为主的福利模式下,政府与非政府组织的关系对非政府组织的存在和发展有重大影响,因此,我国非政府组织必须与政府建立良好的伙伴合作关系。

The Research of the Relationship between the Government and NGO During the Social Changing in China

NGO as a new form of the organization, the rapid rise of which in the developed and developing countries, not only led to the global party revolution, but also aroused the public's attention. In this paper, it will try to make analysis of the unequal relationship between the government and the NGO in China, in order to find out the special way for the local NGOs, during the transitional period of welfare system, through the case of Panyu External Workers Service Firm in Guangdong. Based on the reality that state-dominated welfare model is still predominant in China, the author insists that the Government-NGO relationship exerts great influence on the existence and development of the NGOs, so it is very necessary to construct the partnership between government and the NGO in China in the future.
