西部民族地区跨域生态环境协同共治的逻辑理路

西部民族地区跨域生态环境问题往往出现在不同的行政区划中,既表现出生态环境问题的共性,也表现出西部民族地区跨域生态环境问题的特殊性,造成西部民族地区生态环境“属地治理”的失灵,亟待革新生态环境治理模式。协同共治是一种旨在超越单一治理主体与破解跨区域范围的新型治理模式,与西部民族地区跨域生态环境治理诉求高度契合,能够协调和平衡各方利益,凝聚利益相关者的思想共识,增强利益相关者的内部合法性。因此,将协同共治嵌入西部民族地区跨域生态环境治理全过程,从理念构筑、法律规制、组织保障、制度安排四个维度进行路径探索,大力推进西部民族地区跨域生态环境的协同共治,进一步增强西部民族地区人民群众源自良好生态环境的获得感、幸福感、安全感。

The Logic of Trans-regional Eco-environmental Co-governance in the Western Ethnic Areas

The trans-regional eco-environmental problems in the western minority areas often appear in different administrative territorial entity,which not only have the generality of the eco-environmental problems,but also embody the uniqueness of the trans-regional eco-environmental problems in the western minority areas,the failure of“territorial governance”in the ecological environment in the west areas needs to be reformed urgently.Co-governance is a new governance model which aims to transcend the single governance subject and solve the trans-regional scope,and is highly consistent with the demands of trans-regional eco-environmental governance in the west ethnic areas,and can coordinate and balance the interests of all parties,agglomerate the thought consensus of the stakeholders,strengthen the internal legitimacy of the stakeholders.Therefore,co-governance will be embedded in the whole process of solving transregional eco-environmental problems in the west ethnic areas,and the path will be explored from four dimensions:Idea Construction,legal regulation,organizational guarantee and institutional arrangement,we will vigorously promote the cogovernance of the trans-regional ecological environment in the west areas of ethnic minorities,and further enhance the sense of acquisition,happiness and security of the people in the west areas of ethnic minorities from a sound ecological environment.
