| 摘 要： | <立法法>和<行政法规制定程序条例>等法规确立公众参与立法制度,这对于改变以往我国封闭式的立法程序、促进立法的民主化、科学化有着十分重要的作用.但总的看来,这项制度尚处于起步阶段,有待于进一步的发展和完善.
