关于我国城市供水价格改革的法律思考

由于受计划经济和福利观念的影响,我国城市供水价格长期处于较低水平.1998年我国颁布出台了<城市供水价格改革办法>,使水价改革开始步入科学与法制轨道.但是实践中还存在很多问题,因此必须从水价构成本身和供水企业的管理体制、内部管理机制等方面入手进行彻底改革,并加强宣传,增强水是商品的观念.

Study on the Urban Water Price from the legal Prospective

As a result of the traditional notion of welfare and passive influence of planned economy system, the urban water price had been keeping at a lower level for a long period until the year 1998, when the Regulation on Price of Urban Water Supplying came into force. However, a lot of questions and wrong ideas rise in the reform. To deal with these problems properly, it's necessary to do further reform from different prospective as follows: water price, administrative system, supervised system and the mechanism of water price formed.
