政府职能转变趋势下的非政府组织管理模式探索

当前我国正处于经济社会转轨时期，市场经济的进一步发展要求深化政治体制改革，转变政府职能。然而市场并非政府职能转变的唯一载体，政府的某些社会职能应当且只能由非市场主体承担。因此，发展非政府组织是实现政府职能转变的一个重要途径。同时，政府职能的特变也为非政府组织带来了良好的发展机遇。在政府与非政府组织之间建立一种互补性的合作关系，将为我国政府的机构改革与职能转变开创一条新的途径。

An Exploration on the Managing Mode of NGOs in Response to the Transformation of Government Functions

As China is in an economic transitional period, the further development of market economy requires the transformation of government functions. However, market is not the only carrier for such a transformation, and some social functions should be borne by non-market entities. Therefore, the development of non-governmental organizations （NGOs） is an important way to realize such a change. Meanwhile, the transformation of government functions brings a lot of opportunities for the development of NGOs. If a complementary relationship can be formed between the government and NGOs, a new way will be found for the reform and functional transformation of government organs.
