| 摘 要： | 海峡西岸经济区在我国区域经济发展布局中处于重要的地位．在国务院大力扶持下,其独特的有利宏观环境,使之在面临重大机遇的同时,也面对诸多的挑战。因此,在新的战略环境下“海西”经济区应从影响地方政府职能定位的背景分析出发,立足于本地实际重新进行职能定位区分,以充分满足实现“海西”经济区先行先试、跨越发展的要求。

| Abstract: | The West Strait Economic Zone plays an important role in domestic regional economic development. Thanks for the support from the State Council and its own advantageous macro environment, it is endowed with numerous opportunities. Meanwhile, it is faced up with many a challenge. Therefore, we should relocate the government functions, thinking how it can influence them. Only in this way can the Zone develop rapidly and enjoy favorable policies. |
