| 摘 要： | 通过区域人力资源整合实现其优化高效配置是建设海峡西岸经济区的核心问题与关键问题。要着力解决海峡西岸经济区山区人力资源整体素质不高、布局不合理、配置效率低的问题。要以体制创新、统筹规划、区域整合、城乡协调、能力提高、闽台合作为重点,实现山区人力资源优化配置,促进海峡西岸经济区的建设和人的全面发展。

| Abstract: | Integration of regional human resources and their optimal and high-effect deployment is the key of building the economic zone on the west side of the Straits.In view of the low overall quality,unreasonable distribution and low deployment efficiency of human resources in mountainous areas,it is proposed to well-handle the optimal deployment of human resources in mountainous areas by means of system innovation,overall planning,regional integration,coordination between urban and rural areas,and capability improvement,so as to promote building the economic zone on the west side of the Straits and people's development in an all-round way. |
