The three main practitioners,state institution.government institution and social organization carry out some new characteristics in the shift,amang which the social organizations has played an increasingly domainant role in public management.With the fullfillment of the third sector and non-government organizations accompained by ecnomic liberation, the public management practice and academic setting are moving toward the formation of social self-government.
