| 摘 要： | 行风评议是一种公众参与的政府绩效评价活动.分析行风评议活动的流程和各评议要素,尤其就评议主体、评议指标、评议方式和评议结果应用等要素之间的关系进行阐释.通过对以评议对象为核心的行风评议要素关系的探讨,指出评议的客观性、评议的准确性以及评议结果反馈的有效性等因素会对政府绩效改进产生影响.在特定评议情境下,评议主体的利益相关性以及评议主体间的群体效应是影响评议客观性的主要因素,评议指标的准确性和评议主体的评议能力是影响评议准确性的主要因素,而反馈渠道的畅通性、反馈内容的全面性以及反馈方式是否恰当是影响评议结果反馈有效性的主要因素.
