| 摘 要： | 总理衙门的设立,在中国政治制度史上具有重要意义。本文通过对总理衙门的设立原因、制度架构及运行机制三个层面的梳理,认为总理衙门的设立不仅使清政府具有了近代职能,推动了中国外交的近代化,还冲击了中国传统的政治框架,打破了一定的成例,开启了清末政治制度改革的先河。

| Abstract: | Establishing the Premier's Office is essential for the history of Chinese political system.Through analyzing the establishing reasons, the institution system and operation mechanism of the Premier's Office,the author considered that establishing the Premier's Office not only made Qing government possess modern function,pushed Chinese diplomacy modernization,but also attacked Chinese tradition politics frame,broke certain practices,opened up political system reform in the late Qing dynasty. |
