| 摘 要： | 随着依法治国进程的推进，对于宗教事务的管理，从以政策调整为主过渡到政策指导和依法管理并行并重，强调在政策指导下依法管理宗教事务。依法管理宗教事务不仅要规范宗教信仰者，也要规范宗教事务管理者。只有依法管理宗教事务，才能保障公民宗教信仰自由。
