摘    要:改革开放以来,我国义务教育阶段学生择校入学的制度安排经历了由"不作规定"到只提倡"就近入学",再到"就近入学""与"择校"两种制度并存,到如今只提出"就近入学"的变迁过程。近年,在实践中"择校"现象却愈演愈烈。为推进教育公平,在我国义务教育阶段"择校"现象的制度演进过程中,应结合制度变迁的强制力和诱致力,使新的择校制度供给与需求实现动态平衡,最终满足社会日益增长的对优质教育资源的强烈需求。

Abstract:Since the reform and opening up,institutional arrangements of students' enrollment at the stage of compulsory education have experienced the change process from "no requirement",to only "nearby enrollment",then to the coexistence of both systems,and now to only "nearby enrollment" again.The practice of school choice has been intensified in recent years.In order to promote education equity,the practice of school choice should be carried out in a compulsory and stimulating way so as to achieve a dynamic balance between supply and demand in the new school choice system,and ultimately to meet the society's increasing strong demand for high-quality educational resources.
