城郊农民市民化的政策效果及调整建议——以浙江为例

当下撤村建居受到地方政府的普遍欢迎,但实践的效果却远不如政府估计的那样乐观,它不仅在集体经济和个人权益等外在形式处理方面存在诸多问题,而且在内在素质市民化过程中也几乎无能为力。因而提出一方面必须从战略上改变现有的市民化路径———撤村建居,重新选择一条适合城乡协调发展的合理化路径;另一方面,在短期内继续推行撤村建居的地方要加大调整力度,规范操作程序,充分调动农民主动性和积极性,最大程度地保障农民的合法权益。
