新时期我国社会政策建构和发展的若干理论分析

在经历了30年的改革开放后,我国的经济发展进入了新的时期,社会政策也面临新的挑战和发展条件。在新时期中,面对新的社会条件,要求我国社会政策有新的目标定位和发展方向,新的制度建构和运行机制,以及新的管理思路。为此,本文在分析新时期我国社会政策新的社会背景的基础上,从理论上分析了我国新时期社会政策的政府责任及社会参与、社会政策的价值基础、制度建构、运行机制,以及社会政策的法制化和管理体制建构等方面的问题;提出了新时期我国社会政策的新福利国家理论要点,讨论了社会公平价值基础的意义,提出并分析了建立经济发展方式转型条件下社会保护与经济发展的双赢模式,最后提出了我国社会政策制度建构的一些基本原则。
