基于金融功能研究范式的社会主义新农村金融体系建构研究

农村金融体系建构和改革是社会主义新农村建设的重要内容和重要保障。实践证明,以往以机构范式为指导的农村金融改革,忽略了对农村金融体系功能的关注,往往是以牺牲效率或违背市场发展方向为代价的。本文在金融功能研究范式框架下探讨与社会主义新农村建设相适应的农村金融体系建构和改革问题,以现实需求和发展方向为依据,明确社会主义新农村金融体系的功能定位,并在此基础上确定农村金融体系的机构构成和各自的职能分工,以期为我国深化农村金融改革提供新的思路和有效的路径。

Study on Constructing the Rural Financial System of the New Socialist Countryside Based on Finnacial Functional Paradigm

The reform and reconstruction of rural financial system are important components and essential guarantee of constructing the New Socialist Countryside. Previous practice indicates that the former rural financial reform guided by the institutional paradigm tended to fail to pay enough attention to the function of the rural financial system, which would probably lead to deficiency and deviation from the oriental of the market. In this paper, we apply the financial functional analysis paradigm to provide a new angle to study the approach of the construction and reform of rural financial system matching up to the new socialist countryside construction. Based on existent financial demands and the orientation of New Socialist Countryside, this paper defines the main organizations of the rural financial system and then their repsective functions. The analysis mode and the conclusions of our study are valuable to the rural financial reform in China.
