上海城乡二元结构的特征与对策研究

我国城乡二元结构明显,上海也不例外。文章在分析上海城乡二元结构基本特征后,指出现行户籍制度是制约上海实现城乡一体化发展的瓶颈,是诞生城乡有别的制度与政策的土壤。文章认为经济持续发展的上海已具备着手消除城乡二元结构的物质基础,应恢复“人口登记”这一户籍制度的本来面貌,率先在上海市范围内变户籍制度为“上海市民登记制度”,并提出了与之相对应的政策建议及配套措施。

A Research of the Characteristics and the Solutions of Dual Economy in Shanghai

China's economy is featured by its dual economy between urban and rural areas. This article begins with an introduction of the characteristics of dual economy in Shanghai and further points out that the present residence registration system is the choke point hindering the integration of urban and rural economy. It is suggested that the local government should take the initiative to change the function of residence registration system as the economy of Shanghai has laid a firm foundation to eliminate the dual structure. Finally, it puts forward advices and supporting measures.
