陕北地区城市化问题再议

陕北地区地理区位及政治地位特殊,属于资源富集而经济落后的革命老区,是陕西经济腾飞沉重的一翼。加快陕北城市化进程具有特殊重要意义。必须因地制宜,克服各种制约因素,走符合当地实际的城市化之路。主要包括:培育并强化现有两座中心城市的功能,以资源开发催生一批小城市;把县城镇作为小城镇建设之重点;结合"退耕还林"试行"生态移民",培育特色优势主导产业,作为城市发展的产业支撑;防止形式主义和反城市行为的发生。

Considerations on the Problems of urbanization in Nortlern Shaanxi

The Northern Shaanxi stands a very special position in geography and politics, yet it is a rather backward revolutionary area with rich resources. It also plays an essential part in the economic development of Shaanxi province. It is quite significant to quicken the urbanization of the region situations. So, measures must be reasonable according to the local situations, and we should also conquer various restricted factors to suit the local urbanization. The possible measures are: To cultivate and strengthen the function of the current two centeral cities; to establish a few small cities by exploiting resourcse; to take the construction of country towns as an improtant part of that small towns; to start forest planting instead of ploughing and try the method of the immigration of ecosystem, to develop the unique predominant industry and take this as a great support for the development of cities; to prevent the formalism and the occurence of anti city actions.
