我国农村土地制度改革面临的主要问题及发展方向

文章认为现有的土地制度已严重影响和束缚了农民非农转移与农村发展 ;由行政手段主导的均田制向引入市场机制配置土地资源的转变 ,以及在此基础上土地权利的自由流动 ,是我国农村市场取向改革向纵深发展的必然要求。为应对WTO的挑战 ,应建立新型的农地关系 ,正确处理城镇化发展与保护农村利益的关系 ,实现农地合理、有序的流转 ,在农业现代化进程中实现土地制度创新

Major Issues and Trends of Development Facing the Land System Reform in the Countryside in China

This article maintains that the current land system is seriously affecting and restraining the non-agricultural transformation by the farmers and rural development. It is the necessary request of the reform of rural market orientation to develop horizontally for the equal land system guided by administrative means to change to distribution of land resources by introducing market mechanism and on this basis to foster the free flow of land rights. To cope with the challenges of WTO, a new type of farmer-land relationship should be established to properly address the relationship between township development and the protection of agricultural interests and realize a reasonable and orderly circulation of land, coming up with a land system innovation in the course of agricultural modernization.
