“京都进程”的领导者：为什么是欧盟不是美国?

美国和欧盟是全球气候变化治理的重要参与者。在《京都议定书》谈判和生效过程中,美国和欧盟却扮演了不同的角色。如果说欧盟逐渐成为全球气候变化机制的领导者的话,美国则是这个过程的消极参与者,甚至是阻碍者。之所以如此,本文认为是基于三个方面的原因,即气候变化问题在两者外交政策议程上的地位不同;两者所认同的应对气候变化问题的途径不同;两者对气候变化问题的生态脆弱性和减排成本的认知与评估不同。

The Leader of the Kyoto Process:Why the EU instead of the U.S.?

Both the EU and the United States are important players in global governance of climate change.However, they have played different roles in the international negotiation of climate change and the execution of the Kyoto Protocol.The EU has played the role of leader in the Kyoto Process while the U.S.has been the passive participant due to the following three reasons:Firstly,the difference of the role of climate change on the re- spective foreign policy agenda of the EU and the U.S.;Secondly,the disagreement on the approach of ad- dressing climate change;Thirdly,difference in the understanding and evaluation of biological' vulnerability and cost of emission reductions in climate change.
