中国工业技术进步的体制、政策及其效应分析

改革开放以来 ,我国经济发展战略进行了一系列调整 ,为工业技术进步创造了有利的体制环境与政策条件 ,工业技术进步取得一定的成绩。与此同时 ,工业技术进步也存在一些问题 ,其根本原因在于我国企业还没有真正成为技术进步的主体。为此必须在企业制度、投融资体制、科技体制、外贸体制、政府管理体制等方面继续深化改革 ,从而形成有利于自主创新的企业技术进步机制 ,以及使这种机制得以有效运行的微观基础和宏观政策体系

Industrial and Technological Progress in China: System, Polices and Effects

Since the policy of reform and opening to the outside world was adopted, China has seen a series of readjustments in its economic strategy. Progress has been made in industry and technology, but problems exist. There has been a steady increase in the aggregate input in technological renovation, but the margin of increase is becoming smaller on an annual basis. The introduction of technology and overlaps with self reliance, accompanied by redundant imports. The problems can be explained by the fact that Chinese enterprises are not ready to be the mainstay of technological progress. Therefore, reforms must be reinforced in the enterprise system, the investment and financing system, the science and technology system, the foreign trade system and the government administrative system, to establish a self reliant and innovative mechanism of enterprise technological progress.
