一个不容忽视的事实──城市绝对贫困现象研究

随着下岗现象的继续增多，城市贫困问题也越来越普遍。在诸多对贫困现象的研究中，人们的视线似乎主要集中在相对贫困上，忽视了城市中的绝对贫困。我们通过对南京市建邺区的调查认为，在整个社会发展、绝大多数居民生活有大幅度提高之同时，城市尚存在着为数不少的生活几无着落的绝对贫困者。对他们可以从绝对贫困线和现实生活状况两方面来加认定。绝对贫困者已形成了城市中的特殊弱势群体，必须多方面综合加以解决。

Studies on Absolute Urban Poverty

With the constant increase in layoffs, urban poverty is becoming more popular than ever. Of the numerous studies of poverty, a greater focus is given to relative poverty at the expense of absolute urban poverty. The author concludes, after his survey of Jianye District, Nanjing, that despite the overall social development a considerable number of people live in absolute poverty and cannot make ends meet while the life of the majority of residents has improved to a large extent. These people can be identified from the line of absolute poverty and actual living conditions. Those absolute poverty victims constitute a special weak group, and the problem must be resolved with a comprehensive approach.
