英国议会改革及其趋势(1999-2010)

英国工党1997年开始执政，在其执政期间，英国展开了大刀阔斧的宪政改革。1999年《上议院法》的通过，标志着英国上议院新一轮改革大幕的揭开。下议院的改革也在同时期展开，但进展艰难。2010年5月，英国新一轮大选结束，此次竞选中，英国三个主要政党工党、保守党、自民党在议会改革问题上展开了激烈的博弈。英国大选最终产生了一个互相纠缠、制约的结果，并导致“悬浮议会”和“悬浮政府”的产生。这一结果将使得英国下议院改革前景更加迷雾重重。本文通过对工党执政期间改革、三党竞选期间政策以及新的联合政府的政策进行分析，对英国议会改革问题进行初步探索。
