| 摘 要： | 面对复杂多变的社会状况,有必要建立起紧急状态制度、颁布《紧急状态法》,这是应对突发性社会事件的一个重要途径。本文围绕紧急状态立法从紧急状态的定义、国内外紧急状态立法情况、紧急权、紧急失权等方面进行阐述,提出了紧急状态下公民应有的基本权利。
