| 摘 要： | 认为西部开发中政府职能转变的难点在于:政府自身多重角色和多重利益的冲突,旧观念的反向作用,以及利益、观念对体制转换的制约。针对存在的问题,文章陈述了推进西部地区政府职能转变的若干对策性建议。

| Abstract: | The paper analyses the special function of the local government in the process of the development of western China.The difficult problems of the transformation of governmental functions are:the conflict of diversified role and interests,reaction of the old ideas,interaction of interests and ideas to the transformation of system.Faced with these problems,some countermeasures about how to promote the transformation of the governmental function have been suggested. |
