| 摘 要： | 高速公路建设资金筹措过程中的不确定性,构成了高速公路融资的风险。只有通过完善融资机制、规范融资程序、创建融资评估和退出机制,才能规避高速公路建设管理的融资风险,建立公平、高效、透明的高速公路融资市场秩序,解决高速公路建设的资金瓶颈问题。

| Abstract: | The risks of fund-raising for expressway result from the uncertainty of fund-raising.Only by improving the system and procedure of fund-raising and establishing an evaluation and withdrawal mechanism of fund-raising can the financial risks in expressway construction and management be eluded.In order to solve the financial problem,one bottleneck of expressway construction,a just,open and(highly) efficient fund-raising market should be established. |
