| 摘 要： | “最低比例制”是目前国际上较为常见的提高妇女参政程度的一种方式,是妇女解放运动的新的发展,标志着妇女参政从最初的极少数人代表整个妇女的阶段,发展到与人口比例相对称的一定数量妇女参加政治决策的新阶段。
