科研管理体系是对科研工作由单项、分工、局部的管理扩展到全局和整体的管理,强调整合而构成一个相互联系依存和影响促进的管理体系,包括运行机制、管理体制、成本效益和重点关联管理等。科研人员、项目和评价是最重要的科研要素和工作阶段,是投入、产出和绩效的主要体现,对三者的管理体现了管理学中的目标管理、成果评价这两种最重要的管理方式和手段,从而构成了最基本的科研管理体系。

On the essence of the scientific research management system in universities

The management system of scientific research is to administrate the scientific research work of the school in both a micro and macro way, emphasizing establishing a system each part of which depends on and influence each other. The system has operational function and management function, and taking into consideration cost and benefit control and the administration of key projects. Academic personnel, projects and assessment are the most important factors and work in scientific research administration, for they are the return of the investment. The management of the three factors embodies the goal management and achievement assessment, which are the two most vital management means in management science. Therefore the management of the three factors constitutes the fundamental scientific management system.
