| 摘 要： | 党的十七大报告从战略的高度提出了我国行政管理体制改革的目标模式是建设服务型政府。为此要通过加快行政管理体制改革步伐，建设以人文关怀、民主、透明、责任、法治等价值为基础，在社会公众的参与和监督下，以提供公平、优质、高效的公共服务为标志的服务型政府。

| Abstract: | The Chinese Communist Party's 17th Congress Report proposes that the construction of service-friendly government is the objective of China's administrative management.For sake of this,administrative management should be strengthened based on humane care,democracy,transparency,responsibility and legal enforcement,and the service-friendly government should be characterized with justice,top quality and efficiency. |
