广东抗战时期的保民大会与基层民众动员

基层民意机构的设立与推广,是新县制下基层行政工作的内容之一,也是抗战时期国家进行紧急性民众动员的重要工作。鉴于基层民意机构实施之效果,在很大程度上体现在保民大会的进展上,文章即以广东国统区保民大会为研究对象,探讨抗战时期广东基层民意机构实施的情况,并进而分析战时国家动员民众的能力以及这一基层政策最终对抗战产生了何种影响。

The Congress of the Villagers in a Bao and the Mobilization at Grass Root Level During the War of Resistance in Guangdong

The establishment and extension of the people's representative body is one part of administrative work at grass root level in the new county system,and it is also an important work for the state to conduct mobilization of the people during the War of Resistance.The function of the people's representative body gives substance to the advancement of congress of the villagers in a Bao.This paper studies the congress of the villagers in a Bao of Guangdong Kuomintang Dominion Region,discusses the implementation of the people's representative body in Guangdong,and analyzes the state ability to mobilize the people during the War of Resistance and the effects on the War.
