政府社会治理现代化：现实挑战与政策选择

政府社会治理现代化意味着治理目标现代化、治理手段现代化和治理方式现代化。其价值在于促进政府的政治合法性,提升社会治理整体水平和促进人的全面发展。我国政府社会治理现代化面临着三个方面的挑战：一是市场经济发展带来的多元化利益诉求的挑战;二是新兴媒体发展带来的民主政治诉求的挑战;三是工业化、全球化及风险社会带来的挑战。为应对挑战,政府应当做到：更新管理理念,转变政府职能;培育社会组织,加强合作共治;完善公共财政体制,促进公共服务提供;完善公务员制度,引导公务员转变观念和行为;运用现代科学技术,构建科学高效的社会安全体系和社会风险预警机制。

Modernization of Government's Social Governance:Challenges and Policy Options

Modernization of government＇s social governance means one of the objectives,of the means,and of the ways. Its values lie in improving the political legitimacy of government,enhancing the overall level of the social governance,and promoting the comprehensive development of human beings. Chinese government＇s social governance is facing three challenges： the first one is diversified interest demands brought from market economy; the second one is democratic demands brought from the development of those new media; and the third one is a risk society brought from industrialization and globalization. To deal with these challenges,the government should renew its managing ideas and transform the functions of the government,foster social organizations and strengthen cooperation with them,perfect public financial system to promote the delivery of public service,improve the civil service system and conduct the civil servants to change their ideology and behaviors,and use modern science and technology to build a scientific and efficient social security system and social risk warning system.
