需求导向下的农村养老服务之改善

农村养老既是一个经济问题,也是一个社会问题,当前阶段农村养老在政府、社区、家庭层面都存在着现实约束,导致养老需求与服务供给之间的结构性失衡。解决问题的思路在于以需求为导向,改善供给,提升农村医疗保障水平是重点,改善农村人居环境是基础,需要政府、社区和家庭有效合作,开发和整合农村养老资源。在政策设计上应兼顾农村养老的应急性和长效性、事业性和产业性,盘活农村资源,导入社会工作,健全约束机制。

Demand-oriented Improvement of the Aged Care Service in Rural Areas

Rural endowment is not only an economic problem,but also a social one. At present,the aged care in rural areas is restricted in the fields of government,community and family. This leads to the structural imbalance between demand and supply in the care service. The solution to the problems depends on the improvement of demand-oriented care service supply,in which the focus is to enhance the level of medical security in rural areas,and the foundation is to improve rural living environment. In order to achieve this goal,government,community and family should cooperate effectively to develop and integrate resources. As to the policy design,emergency,effectiveness,administrativeness and industrialization should be taken into account. In addition,measures should be taken to revitalize current resources,introduce social work and perfect the restraint mechanism.
